Industrial Growth in Chandigarh Hits a Sudden Brake: MSME Sector Faces Sharp Crisis

The industrial heartbeat of Chandigarh seems to be slowing down. After a period of rapid growth, the Micro, Small and Medium Enterprises (MSME) sector in the city is facing a tough time. Just a year ago, the number of small businesses was skyrocketing, but new data shows a sudden and sharp drop in 2025.

Here is a simple breakdown of what is happening to businesses in City Beautiful, why the numbers are falling, and what the industry experts are saying.

The Big Drop: From Boom to Bust

Between 2023 and 2024, Chandigarh saw a golden period for small industries. The number of registered MSME units crossed the 22,000 mark, the highest ever for the city. Everyone thought this growth would continue, but the opposite has happened.

In the current year (2024-25), the numbers have started falling.

  • Last Year (Peak): Over 22,000 units.
  • Current Drop: The count fell to 17,245.
  • Latest Status (Nov 2025): New registrations stand at just 10,226.

This means that within a very short time, the industrial strength of the city has been cut to nearly half.

Where Did the Women Workforce Go?

One of the most worrying signs is the drop in women working in this sector. Five years ago, over 25,000 women were employed in Chandigarh’s MSME units. Today, that number has shrunk to just 8,579.

Even businesses run by women are closing down.

  • Women-led businesses in 2023-24: 5,886
  • Women-led businesses in Nov 2025: 3,246

This massive drop suggests that whatever is hurting the industry is hitting women entrepreneurs and workers the hardest.

Government Loans are Rising, but Businesses are Struggling

There is a strange contradiction in the data. While businesses are closing or not registering, the government is actually giving out more money than before.

According to the Ministry of MSME, the Credit Guarantee Scheme (which gives loans without asking for property as security) has seen a huge jump:

  • Loan Beneficiaries: Rose from 1,274 (in 2020) to 17,401 (in 2024-25).
  • Loan Amount: Jumped from Rs 97 crore to a massive Rs 2,711 crore.

This shows that the government is ready to help with funds, but money alone is not solving the problem.

Why is the Industry Suffering?

Local industry leaders believe the problem lies in outdated laws.

1. Old Laws vs. New Needs

Chandigarh is still governed by the Punjab Capital Act of 1952. This old law makes it very hard to change rules quickly because any major change needs to be passed by the Parliament.

2. The Demand for Service Sector

Industry associations are demanding the full use of the MSME Act of 2006.

  • The Issue: The administration currently restricts “Service activities” (like IT, consulting, repairs) in the Industrial Area.
  • The Reality: Manufacturing only contributes about 15% to the economy, while the Service sector contributes over 50%.
  • The Demand: Business owners want the administration to allow service-based businesses to operate freely in industrial zones.

While the central government is pumping money into the sector through loans, the ground reality in Chandigarh is grim. Without updating the local laws to welcome service industries, the city might continue to lose its small businesses.
